Mandatory RISPRO

Definition

Mandatory RISPRO funding is research funding provided by LPDP in response to a request or mandate (assignment) from one of the Board of Trustees members, taking into consideration the urgency, good governance, and the financial condition of LPDP.

Purpose

Mandatory RISPRO funding aims to finance research endeavors with the potential to yield:

  1. Intellectual property and/or functional prototypes of products/technologies suitable for industry/commerce, with the goal of enhancing the nation's competitiveness.

  2. Governance models, academic manuscripts, or policy concepts aimed at improving policies or enhancing the social welfare of the community.

  3. National or international scientific publications designed to increase the number of national scientific publications and contribute to the development of science and technology.

Focus and theme

The focus and theme of Mandatory RISPRO refer to Presidential Regulation of the Republic of Indonesia Number 38 of 2018 concerning the National Research Master Plan for the Years 2017-2045.

Criteria

The proposer of Mandatory RISPRO must meet the following criteria:

  1. The proposer is preferably led by a researcher holding a doctoral degree or equivalent qualification (in accordance with the National Qualifications Framework of Indonesia) and is either an Indonesian citizen or a foreign national.

  2. Proposers led by foreign researchers affiliated with foreign universities are regulated by RISPRO’s Partner.

  3. The lead researcher as referred to in points 1 and 2 is not currently pursuing further studies or other academic activities such as academic recharging programs, postdocs, and the like.

  4. Mandatory RISPRO proposers (both lead and members) may apply for more than one RISPRO funding scheme simultaneously, with the condition that they can only receive remuneration as a research team member from one of the RISPRO fundings.

Time period

  1. The duration of Mandatory RISPRO Funding is regulated in the technical guidelines established by RISPRO’s Partner.

  2. Continuation of Mandatory RISPRO Funding for subsequent years is based on the recommendation of RISPRO’s Partner, taking into account the evaluation results of research performance indicator achievements and the realization of fund utilization in the previous year.

Amount and components of funds

  1. The amount of Mandatory RISPRO Funding per RISPRO Funding Recipient per year, including taxes, is regulated in the technical guidelines established by RISPRO’s Partner, taking into account the needs and appropriateness of funding, as well as the research performance indicators to be achieved.

  2. The components of Mandatory RISPRO Funding are structured as follows:

    1. Direct Costs with a minimum value of 95% (ninety-five percent) of the total value of Mandatory RISPRO Funding, consisting of Personnel Direct Costs and Non-personnel Direct Costs organized based on research activities to achieve research performance indicators in accordance with applicable laws and regulations.

    2. Indirect Costs with a maximum value of 5% (five percent) of the total value of Mandatory RISPRO Funding, consisting of internal monitoring costs, administrative costs, and/or other costs (such as institutional development costs) to support the implementation of research activities in accordance with applicable laws and regulations.

  3. Personnel Direct Costs can be used for the following purposes:

    1. Salary/honorarium for the research team;

    2. Salary/honorarium for the research team's administrator;

  4. Personnel Direct Costs amount to a maximum of 30% (thirty percent) of the total Mandatory RISPRO Funding, with cost units specified in the technical guidelines established by RISPRO’s Partner.

Funding terms

  1. The Non-personnel Direct Costs can be utilized for the following purposes:

    1. Purchase/acquisition of consumable items such as raw materials or production components and/or reference/data/books and office stationery;

    2. Purchase/acquisition/rental of laboratory equipment/land/animals for observation or testing, including laboratory or industrial testing services and market testing;

    3. Organization or participation in Focus Group Discussions (FGD)/capacity building/training, surveys, socialization, seminars, or dissemination.

    4. Domestic and/or international travel;

    5. Wages/honorarium for field labor, experts, speakers, surveyors, observers, or respondents;

    6. Registration/management of product or technology certification such as patent or copyright management (other Intellectual Property) and Indonesian National Standards (SNI), including registration/management of permits related to the establishment of industry, production, distribution, and commercialization or implementation of products or technology, as well as data or sample collection for research.

    7. Registration of scientific articles;

    8. Duplication, binding, or printing.

  2. Specific provisions regarding Non-personnel Direct Costs for international travel are carried out based on the written approval of RISPRO’s Partner with a total allocation of foreign travel funding of up to IDR 150,000,000 (one hundred and fifty million Indonesian Rupiah) per year.

  3. Mandatory RISPRO funding cannot be used for the following purposes:

    1. Purchase of land/property;

    2. Purchase of operational vehicles;

    3. Construction of buildings/offices;

    4. Guarantees and loans to other parties;

    5. Grants or cash aid to other parties or the community;

    6. Other uses that are not relevant to research performance indicators.

  4. Specific standards for salary/honorarium/incentive costs for domestic and international research team members used in Mandatory RISPRO Funding are prepared by RISPRO's Partner based on market prices and have received written approval from the Directorate General of Budget, and become an integral part of the established technical guidelines or, if not yet available, may refer to the provisions of applicable regulations on standard input cost for research team salaries/honorarium/incentives.

  5. Other standard costs outside of salary/honorarium/incentives for research team members are in accordance with the provisions of applicable regulations on standard input costs.

  6. The total proposed value of Mandatory RISPRO Funding has taken into account taxes in accordance with applicable laws and regulations.

  7. The value of Mandatory RISPRO Funding is determined in the Decision of the LPDP CEO based on recommendations from RISPRO’s Partner.
